Judge Napolitano: Trump 'Doing Exactly What He Said He Would Do'

Fox News legal analyst Judge Andrew Napolitano on Thursday broke down President Trump's executive order to begin dismantling the Affordable Care Act, adding that the president is doing "exactly" what he promised.

"The first executive order signed by President Trump, four hours after he was sworn in as president of the United States, instructs those who administer Obamacare to dial back their administration," Napolitano said. "Do not assess any penalties, fines, or taxes, he said. Because by the time those penalties, fines, and taxes are due, the law will no longer exist."

The former judge explained what the executive order's impact will be.

"He told the administrators of the Affordable Care Act, which we all call Obamacare, that when you have discretion, when you have an opportunity to decide how to enforce it based on the time, place, manner, and severity of the enforcement, exercise that discretion against the government and in favor of the person upon whom you are enforcing the statute," he said.

Judge Napolitano then said the executive order is not only in line with what Trump had promised as a candidate, but it is historic in nature.

"That is revolutionary; that is unheard of in American history," Napolitano said. "That is Donald Trump doing exactly what he said he would do."
