Republican vice presidential candidate Gov. Mike Pence said Tuesday the Clintons were signaling that foreign donors could make a "down payment" on access to Hillary Clinton’s administration with the announcement that they would not accept foreign donations to the Clinton Foundation if she becomes president.
"It really is amazing," Pence said. "The Clintons have now announced that they’re going to end fundraising for the Clinton Foundation from foreign donors and corporations if she’s elected president of the United States. I mean, they’re essentially saying to their foreign donors that they can make a down payment on Clinton access in the next administration between now and Election Day, and the American people aren’t having any of it."

Former President Bill Clinton announced the decision to foundation staff last week. Critics charged that if it would be inappropriate for the Clinton Foundation to accept such donations if Hillary Clinton was president, it was not be acceptable while she was secretary of state.
Republican presidential hopeful Donald Trump has made the Clinton Foundation a point of attack on the campaign trail, citing the emails showing State Department access was given to major foundation donors.
"No issue better illustrates how corrupt my opponent is than her pay for play scandals as secretary of state," Trump said on Monday. "I’ve become increasingly shocked by the vast scope of Hillary Clinton’s criminality. It’s criminality. Everybody knows it."
