The U.S. Navy has admitted that the crew on one of its aircraft was responsible for drawing an image of male genitalia in the sky that was spotted over Okanogan County, Washington on Thursday.

"The Navy holds its aircrew to the highest standards and we find this absolutely unacceptable, of zero training value, and we are holding the crew accountable," officials with the Naval Air Station Whidbey Island told KREM 2 News.

Some people sent photos of the skydrawing to KREM 2. One mother said was concerned her children would see the drawing and ask questions.

Others tweeted out images of the drawing.

When KREM 2 initially spoke to the Federal Aviation Administration to get information about who may have created the drawing, FAA officials said there is nothing they can do unless the act poses a safety risk.

The FAA "cannot police morality," one official said.
