Sen. Claire McCaskill had some "good news" for Georgetown University's College Democrats in March 2011: Emissions are way down:
MCCASKILL: The good news is our emissions are way down because of the recession. We are -- I mean, you know, really, if you want to find a silver lining in the cloud, the number we were looking for--we are well, well above where the emissions would have been assuming, for the purposes of the recession, cap-and-trade was passed a few years ago, because we have had such a real drop in manufacturing output. I didn't really mean the good news, I meant that it was--I was being sarcastic again in the context. But emissions are way down because of, unfortunately, the lack of economic activity we've had the last couple years.
