Failed Democratic presidential candidate Hillary Clinton received more than 800,000 votes from non-citizens, according to a new report.
Jesse Richman, a political scientist at Old Dominion University in Norfolk, Virginia, said that 6.4 percent of the estimated 20 million adult non-citizens in the U.S. voted in the 2016 election, the Washington Times reported Friday.
"Is it plausible that non-citizen votes added to Clinton's margin? Yes," Richman said. "Is it plausible that non-citizen votes account for the entire nation-wide popular vote margin held by Clinton? Not at all."
Clinton won the popular vote by almost three million.
Richman extrapolated that the non-citizens who cast ballots in November would have added 834,381 net votes to Clinton's total. He also estimated that the former Democratic nominee would have collected 81 percent of the votes from non-citizens.
President Trump is scheduled to sign an executive action on Saturday to instruct Congress to investigate the unverified accusation of mass voter fraud in the 2016 election.
