Giuliani: 'Resiliency' May Be Strongest Defense Against Terrorism

Huge celebrations continue to break out around Boston, chants of 'USA!'

Former New York City Mayor Rudy Giuliani called resiliency possibly the strongest defense a populace can have against terrorism in the wake of the capture of Boston Marathon bombing suspect Dzhokhar Tsarnaev Friday night.

During an interview on CNN, he praised Boston's citizens for their unwavering support of law enforcement during the manhunt and compared them to the New Yorkers who rose up after the September 11, 2001 terrorist attacks, calling them "very tough."

"This is a great defense against terrorism, resiliency," Giuliani said. "It may be actually the strongest defense against terrorism. The whole idea of terrorist acts, whether it's Islamic extremist terrorism or any other form of terrorism, is to try to create chaos and try to create tremendous fear, try to disrupt a society, try to ruin the institutions of a society. If they fail in doing that, then it makes it much more difficult for them to really sustain that effort over a period of time."

Giuliani spoke while CNN broadcast footage of large celebrations around Boston upon news of Tsarnaev's successful capture, with crowds chanting "USA! USA!"
