Vice President Joe Biden encouraged a group of Chinese people applying for visas to the United States to "challenge the government" on Wednesday during his trip to China.
Biden’s trip to China is meant to ease tensions over the Chinese air defense zone it declared that covers islands controlled by Japan.
He told the audience, "innovation can only occur where you can breathe free," according to the BBC.
Additionally, he told the group that "children in America are rewarded—not punished—for challenging the status quo."
He said the Chinese government needs to be challenged in order for positive change to occur.
