Toobin: Obama Clearly Broke The Law

CNN Legal Analyst Jeffrey Toobin declared President Obama to be in violation of the law by bypassing Congress in negotiating Sgt. Bowe Bergdahl's prisoner swap with the Taliban. The U.S. entered into negotiations with the Taliban to release five Taliban prisoners in exchange for Private First Class Bergdahl, who went missing in Afghanistan in 2009.

Asked by Wolf Blitzer whether the President had violated the law, Toobin responded:  "Oh I think he clearly broke the law. The law says 30 days notice. He didn’t give 30 days notice."

He explained further, "Now it is true that he issued a signing statement, but signing statements are not laws. Signing statements are the President’s opinion about what the law should mean."
