Sen. Ted Cruz (R., Texas) said Sunday on CNN's State of the Union that he did not have the votes necessary to defund Obamacare.
"We do not have the votes right now," he said. "We need 41 Republicans in the Senate or we need 218 Republicans in the House ... This fight is likely to heat up in the month of September."
