Texas Democratic State Rep. Jessica Farrar has introduced legislation that would require fines imposed on men who masturbate.
Farrar says that her legislation is "satirical," the Hill reports. Farrar says the $100 civil fine for "masturbatory emissions" is meant to highlight anti-abortion laws. The bill says that masturbation is, "considered an act against an unborn child, and failing to preserve the sanctity of life." The bill also would also allow doctors to refuse to perform colonoscopies, vasectomies and write prescriptions for Viagra if it violates their moral, personal or religious beliefs.
Before a colonoscopy or vasectomy is performed, a patient would have to wait at least 24 hours and the state-issued booklet "A Man's Right to Know" would have to be read to the patient by the doctor. Additionally, the procedures would require an MRI and a "medically-unnecessary digital rectal exam."
Farrar is known as an abortion supporter and has done several interviews with Texas newspapers since she introduced her legislation.
Conservatives were quick to mock the bill, SB 4260, calling it, "The Non Sequitur Act of 2017."
