New York City Police Commissioner Ray Kelly said there is "no question" New York City will see an increase in violent crime without Stop and Frisk Sunday on "Meet the Press."
Kelly contended the ruling against Stop and Frisk must be appealed lest it serve as a template to reduce the ability of police forces across America to respond to suspicious behavior.
