The surviving Boston bombing suspect is being charged with using weapons of mass destruction resulting in death and injury to others, a charge punishable by death or life in prison, Attorney General Eric Holder said Monday in a statement.

A criminal complaint against 19-year-old Dzhokhar Tsarnaev also accuses him of malicious destruction of property by means of an explosive device.
