Senate Democrats voted Thursday to change the rule that allowed Republicans to block Presidential appointments.
President Obama proclaimed victory shortly after at a press conference, announcing "Today’s pattern of obstruction- it just isn’t normal. It’s not what our Founders envisioned." The rule has been in existence for 96 years.
The president’s recent declaration comes as a reversal in policy strategy and opinion, however, as he made a contradictory statement about the rule in 2005.
When Republicans were in charge in 2005 and considering the same move. voting to end filibustering during Presidential nominations, Sen. Barack Obama said, "I think the loss will be enormous, and one that all parties involved will come to regret."
