Rep. Gregg Harper (R., Miss.) tried to get Kathleen Sebelius to admit that President Obama is ultimately responsible for implementation of the Affordable Care Act.
"No sir, we are responsible," Sebelius said, of her agency. "He’s the president of the United States. I have given him regular reports. I am responsible for the implementation of the Affordable Care Act."
Harper gave Sebelius credit for being a good "team player" but tried again to get her to admit that the president was responsible.
Sebelius struggled to find a new way to respond. "Whatever," she finally said, shaking her head and saying again that she was responsible.
