MNSure, Minnesota's Obamacare exchange, is "barely breathing" and its computer system has not been "any more reliable than 19th century pen and paper," KSTP-MN reports.
University of Minnesota Professor Larry Jacobs has watched the exchange closely and said it still does not work.
"The computer system, the web page and the enrollment process, in terms of the back room operation, is the way it was when it started: not working," he said.
