An ABC news analysis suggests fewer than 50,000 people have been able to enroll at healthcare.gov, while more than 7 million cancellation notices have been sent out, ABC's Jonathan Karl reported Tuesday.
One Pennsylvanian, Dan Howard, got his notice last month, and after spending more than 40 hours to enroll for Obamacare, he has still not been successful.
"It's hour after hour after hour just trying to find the answer to the question, 'Where am I going to have my insurance and what's it going to cost?" he said.
