A new report released by Sen. Tom Coburn (R., Ok.) sheds light on the Department of Homeland Security Urban Area Security Initiative (UASI), which has taxpayers on the hook for $7.1 billion since 2003. The UASI funds were set aside for response to terror attacks in a post-9/11 world.
