Some pundits have called him "the most effective member of the House," but Rep. Alan Grayson (D., Fla.) has yet to see a single one of his bills pass out of committee since he was elected in November 2012.
Grayson has sponsored 44 pieces of legislation during the 113th Congress, more than any other House member, according to the Brookings Institution. Not a single one of them has reached the floor.
The data were released as part of a Brookings project called "Congressional Moneyball," which analyzes "which legislators were more productive in 2013, and which let their team down" by assigning each member a "batting average."
An "at-bat" represents sponsorship of a piece of legislation. A "hit" is awarded when the legislation is passed out of committee.
Grayson is batting .000 since being elected in 2012.
