Former White House press secretary Robert Gibbs said Tuesday that President Obama first response to the developing Internal Revenue Service targeting scandal sounded “exceedingly passive” to him.

Gibbs recommended a bipartisan commission to examine policy toward 501(c)(4) groups in advance of the formal release of the Treasury inspector general’s report on the IRS targeting.

“They would have a much better way of talking about this story,” Gibbs said, “rather than simply kind of landing on the, ‘Well if this happened, then we’ll look at it’ sounds exceedingly passive to me.”

Gibbs also likened Obama’s “losing patience” approach to scolding a child, as noted by the Washington Examiner:

“The problem is this — the tenor of this briefing would be different if the president had spoken about this on Saturday or Sunday and not on Monday,” Gibbs explained shortly after Carney struggled to answer reporters’ questions in the White House press briefing.

Gibbs added that Obama sounded like he was “losing patience” with the issue “which is what I do with my 9-year-old.”

Gibbs explained that Obama should have used “more vivid” language and proposed a tough commission to look at the issue while waiting for the Inspector General to release his report on the scandal.

Rep. Mike Rogers (R., Mich.) defended the use of drone attacks on Americans abroad associated with al Qaeda Wednesday, saying he “passionately disagreed” with those who opposed the air strikes and that the drones added “huge value in disrupting al Qaeda events.”

Americans who join al Qaeda, a network at war with the U.S., essentially forfeit their citizenship, according to Rogers, who serves as Chairman of the House Permanent Select Committee on Intelligence.

The interview came in the wake of the released 16-page Justice Department memo revealing the legal case to order drone strikes on Americans believed to be senior operational leaders of al Qaeda or “an associated force,” whether or not intelligence reveals they are actively plotting against the U.S.

“When people say there’s a list of Americans, not really,” Rogers said. “This is a time-honored tradition. The legal basis of this goes back many years when U.S. citizens would go and fight for foreign nations that were engaging in combat with the United States. So what they were saying is once you’ve made that choice, you no longer get the protections that you would. If you join the enemy overseas, you join the enemies overseas. We do have oversight into it … I review all of the air strikes that we use under this title of the law.”

MSNBC host Andrea Mitchell brought up 16-year-old Abdulrahman Al-awlaki, the son of U.S. citizen and al Qaeda cleric Anwar Al-awlaki, who was killed by an air strike in Yemen in the fall of 2011, weeks after his father was killed by a drone.

“Any time that you have someone plotting attacks aggressively against the United States, they are a target,” Rogers said. “This is a deadly organization, and it’s deadly when you get people like this who are planning [these aggressive] events, and the goal here is to have zero civilian collateral damage or casualties. It’s not perfect, but I will tell you, it’s exceptionally good at making sure that doesn’t happen … Our policy is we will go after al-Qaeda wherever they are before they can strike the United States. I think this is part of that, and I think the legal basis conclusion that they came to is a solid one.”

MITCHELL: A controversial new report out today charges that the United States government under both President Bush and President Obama has had a policy of rendition, basically allowing us to outsource terror — torture, rather. Not terror. Obviously, torture, for a suspected terrorist.

Rep. Joaquin Castro (D., Tex.) praised Sen. Marco Rubio (R., Fla.) in an interview on MSNBC Thursday for being willing to tackle the subject of immigration reform, which Rubio discussed in detail Wednesday night on Fox News.

“It’s great we have Republicans, especially at the highest levels in the Senate, talking about accomplishing real immigration reform,” he said. “I applaud Senator Rubio for broaching that subject, for taking it head on. And I also believe that he made hints about allowing a path to citizenship, particularly for Dreamers, and I think that’s absolutely essential.”

“The truth is, if he thinks that Chuck Hagel is the best person to serve the country, the best person to serve in this role who he can go to for advice, I think he’ll nominate him,” Psaki said, “and he’ll have to, of course, have a tough confirmation hearing, but we’ll see.”

Mitchell noted that Hagel is facing attacks from both the left and right, at the beginning of the segment.
