Tim Kaine Voted to Prohibit Semi-Nude Lap-Dancing in Richmond

‘Pasties and G-strings’ had to be replaced with bikinis during lap dance

Sen. Tim Kaine (D., Va.) voted to ban semi-nude lap-dancing during his time as mayor of Richmond, Virginia, nearly two decades ago, according to city council minutes.

Under the city ordinance from July 1999, dancers performing onstage in "pasties and G-strings" had to change into bikinis to give customers lap dances, Buzzfeed reported Thursday, citing an article from the Richmond Times Dispatch.

The ban, which passed on a 7-2 vote, was an extension of an existing law that barred semi-nude lap-dancing at businesses that served alcohol to places that did not have an alcohol license.

"Alcohol, grinding in somebody’s lap, that’s a recipe for problems," Kaine, Hillary Clinton’s running mate, said in July 1999.

During debate over the ordinance, a fully-clothed former dancer demonstrated a lap dance before city lawmakers, without making contact with anyone, according to Buzzfeed.

The law also required semi-nude dancers to perform on a stage that was two feet off the floor and at least a foot away from customers.

One legislator who supported the rule said it would regulate "perverse sexual behavior."

Kaine, a pro-life Democrat, voted for a separate ordinance in October 1999 that changed the legal definition of an "Adult Book Store" to mean establishments where more than a quarter of material sold is pornographic, the Times Dispatch reported.

Kaine and Clinton are divided on abortion policies. Most notably, Kaine backs the Hyde Amendment, which bars Medicaid health care plans from paying for an abortion, except in the case of rape, incest, or if the mother’s life is in danger. Clinton has strongly advocated to repeal the ban.
