MSNBC host Andrea Mitchell struggled Tuesday describing the findings of an Open Society report on U.S. policy on rendition, noting that it allows the U.S. to “outsource terror,” before quickly correcting herself:

MITCHELL: A controversial new report out today charges that the United States government under both President Bush and President Obama has had a policy of rendition, basically allowing us to outsource terror — torture, rather. Not terror. Obviously, torture, for a suspected terrorist.
